BEAD Final Proposal Data

These datasets were compiled using public comment draft, submitted-to-NTIA, and NTIA-approved versions of data from states’ and territories’ BEAD Final Proposals. When approved versions were available, these were used instead of draft/submitted versions. Data was available for the following states:

As many states did not properly follow NTIA’s standardized format, aggregation involved significant data cleaning and several judgement calls. As such, these aggregated files are not intended to be authoritative or a substitute for working directly with original data obtained from a given state broadband office.

Data Files

The following files represent the most recent data available as of June 5, 2026.

  • SUBGRANTEE_CLEAN.parquet Based on fp_subgrantees.csv listing out all subgrantees (i.e., ISPs) who are to receive funding.
  • PROJECT_CLEAN.parquet Based on fp_deployment_projects.csv listing out all projects which will receive funding.
  • LOCATION_CLEAN.parquet Based on fp_locations.csv listing out all BSLs which are included in a funded project.
  • NO_BEAD_CLEAN.parquet Based on fp_no_bead_locations.csv listing out all BSLs from a state’s post-challenge eligible location list which will be intentionally excluded from funding, and why.
  • CAI_CLEAN.parquet Based on fp_cai.csv listing out all CAIs which will receive BEAD funding. Of note, several states reported that they did not make any awards to CAIs.

Files are provided in the Apache Parquet format, which is supported by a variety of data processing libraries and platforms. Columns in each dataset are intended to follow the schema of NTIA’s format for Final Proposal CSV files, with the addition of a state column to the LOCATION and NO_BEAD files.
