Overview

The ACLP has released an updated Excel workbook encompassing state and local broadband spending as part of the American Rescue Plan Act’s (ARPA) State and Local Fiscal Recovery Fund (SLFRF).

The Treasury data included in this workbook includes a complete listing of all SLFRF projects, notwithstanding any which were not submitted by the reporting deadline. Per Treasury, “reports covering obligations through the obligation deadline were due on April 30, 2025 for Annual reporters [and] due January 31, 2025 for quarterly reporters.”

Of note, this most recent public data release from Treasury does not include the “Adopted Budget” column which was included in prior releases. In our prior workbooks, the maximum of a project’s “Adopted Budget” and “Total Cumulative Obligations” was used as its (likely) total cost. Given that “Adopted Budget” is no longer included, some figures are not comparable with prior releases of our workbook. In addition, our calculation takes into account projects marked as “Cancelled.” For these, we include only their “Total Cumulative Expenditures,” since this figure appears to capture money already spent (including on projects which may have later been cancelled).

As of this version of the workbook, only $161M in SLFRF appears to have gone unallocated, roughly 0.05% of total allocations to states and localities. Based on the ACLP’s analysis, total SLFRF funding obligated to and/or spent on broadband totals $6.3B, representing about 1.9% of total SLFRF spending.

Methodology & User Guide

ACLP’s Dataset

To simplify use of the public reporting data, the ACLP has created an Excel workbook which includes an additional funding summary containing information on broadband-related expenditures.

The data includes obligations and spending as of March 31, 2025.

Dataset Guide

The first sheet of the Excel workbook Funding Summary provides a summary of key metrics for all recipients. On this page, there are four columns of interest:

Allocation indicating how much SLFRF funds the recipient has received.

  • Obligated/Spent indicating the amount of SLFRF funds the recipient has obligated or spent on projects.
  • Obligated/Spent on Broadband indicating what amount of SLFRF funds the recipient has obligated or spent on broadband projects (this is a part of the total in “Obligated/Spent” and is not a separate amount).
  • Remaining Funds which shows how much SLFRF funding remains unallocated.

To further narrow down the scope of interest, such as specific states or localities, the Excel sheet can easily be filtered using the drop-down menus at the top.

The second sheet provides a sum of unobligated/unspent funding by state.

The three additional sheets (gray tabs) contain the data from which the figures in “Funding Summary” are computed.
